The tax amnesty plan has resurfaced with the inclusion of the tax amnesty draft law in the 2025 priority national legislation program (Prolegnas), making it the subject of media coverage. Indonesia has already implemented tax amnesty twice, in 2016 and 2022. It should be noted that tax amnesty is a program to waive taxes that are otherwise due, without imposing administrative tax penalties or criminal penalties in the field of taxation, by disclosing assets and paying a redemption fee.
According to the Minister of Finance Purbaya Yudhi Sadewa, tax amnesty programs should not be offered repeatedly because, in addition to damaging the credibility of existing programs, it will raise concerns that taxpayers will evade taxes because the government will forgive them by offering tax amnesty. He emphasized that in the future, the focus will be on optimizing regulations while cracking down on tax evasion to increase the tax ratio. This step is important in order to maintain tax revenue performance while boosting the national economy.
In addition, the chairman of Commission XI of the DPR, Mukhamad Misbakhun, believes that the inclusion of the tax amnesty bill in the 2025 National Legislation Program is a normal administrative process for the DPR in preparing the National Legislation Program.
